Refuse to Report tag can be used once training camp opens. If a team signs a player off the RTR list after the team's first roster freeze of the season, that player must sit out two games before they are eligible to play. They will count against the 25-man roster limit during those two games. You are limited to only three players on the RTR list. If a player is released from RTR and signed by another team, the player still must sit out two games before they are eligible to play with their new team.
